Risk Management Division
The Risk Management Division serves to protect the personnel and physical assets of the city from injury and loss. Risk Management manages the city’s insurance and loss control programs, including worker’s compensation, property insurance general / auto liability, long term disability and unemployment insurance. This is an internal insurance program providing oversight of claims administration, procurement of required insurance coverage and the development, coordination and implementation of safety and loss-prevention programs.
To achieve this, the Division provides a range of services including:

Identification and measurement of potential risks and exposures

Implementation of loss prevention strategies

Development of programs to eliminate unsafe working conditions

Safety training for City staff

Procurement and maintenance of appropriate insurance coverage

Claims management for liability and property damage

Procure and maintain adequate property and liability coverage

Administer and oversee general liability claims

Provide risk assessment support to all City departments

Monitor and enforce insurance requirements for all vendors, contractors, and outside agencies doing business with the City

Actively participate in the City’s Safety Committee to address workplace safety and risk prevention

Partner with the Independent Cities Risk Management Authority (ICRMA) pooled resources program
Independent Cities Risk Management Authority (ICRMA)
The City of Bell is a member of the Independent Cities Risk Management Authority (ICRMA), a Joint Powers Authority (JPA) created to provide cost stabilization and comprehensive risk management services through pooled resources.
ICRMA is comprised of 22 member cities throughout Los Angeles, Orange, and San Bernardino Counties. By pooling resources, member cities are able to strengthen self-insurance programs, stabilize insurance costs, and share best practices for effective risk solutions.

Certificates of Insurance
Risk Management is responsible for ensuring that all vendors, contractors, agencies, and legal entities providing services to or on behalf of the City of Bell maintain the required liability insurance. Certificates of Insurance and necessary endorsements must be provided to the City prior to the commencement of work.

Claim Form – Frequently Asked Questions
1. How do I submit a claim form?

Complete all sections of the claim form (please print clearly).

Sign and date the form where indicated.

Attach any supporting documents (photos, receipts, reports, etc.).

Submit in person at City Hall’s front counter and request a City Clerk date/time stamp on your claim.

Keep the stamped copy as your receipt.
2. Where do I turn it in?
Claim forms may be submitted at the City Hall front counter during regular business hours.
3. Will I receive confirmation?
Yes. You will receive a stamped copy of your claim form at the counter for your records.
4. What happens after I submit?
Your claim will be routed for review. You will be contacted directly if additional information is needed and to provide status updates on your claim.
5. How will I be contacted?
We will contact you using the phone number and/or email you listed on the form. Please ensure your contact information is accurate and legible.
6. Can I submit by email or mail?
In-person submission is strongly recommended so you can obtain a stamped receipt. If you need to submit by email or mail, please contact City Hall during business hours for instructions.
