Community Development

Welcome to the Community Development Department

The Community Development Department was established to guide the physical development of the community to meet the present and future needs of its citizens in a way that supports good civic design, strengthens our neighborhoods, promotes our health and safety, and expands our economy.

The range of services that the Community Development Department provides encompass the revitalization of the City, retaining and attracting businesses to the City, creating and maintaining residential neighborhoods to ensure that the City of Bell provides safe, economically vital and aesthetically pleasing places in which to live, work, and visit.

Walk-ins are welcome, but appointments are encouraged.

The Community Development Department is comprised of the following divisions:

Building and Safety

The Building and Safety Division enforces Bell's building codes, reviews construction plans, issues permits, and conducts inspections to ensure safety and compliance.

Code Enforcement

The Code Enforcement Division ensures community welfare and aesthetics by enforcing municipal codes and ordinances.

Economic Development

The Economic Development Division focuses on fostering sustainable growth, job creation, and business retention

Planning Division

The Planning Division oversees land use and development, offering services such as zoning clearances and site plan reviews.

Bell Community Housing Authority

The BCHA offers affordable housing for low and moderate-income residents, managing apartment rentals and mobile home parks.
