Notice of Preparation - (Comment Period - July 2, 2025 - July 31, 2025)
Background
Beginning in 1997, the City of Bell began acquiring Federal Service Center land from the national government for the purpose of economic development. The property lies east of the 710 Freeway, separated from the heart of Bell and adjacent to industrial development in abutting cities, seemingly ideal for strengthening the City’s tax and employment base. Although the original intent was to acquire 100 acres, Federal land disposition policy gave priority to social service agencies such as the Salvation Army, the Shelter Partnership, and the Los Angeles Unified School District. As a result, the City ultimately acquired only 25 acres for industrial development, with the immediately abutting lands destined for development of a homeless shelter and trade school. The unplanned adjacency of industrial and residential uses posed an immediate problem which remains unresolved today.
In an attempt to resolve these land use conflicts, the City has now initiated the preparation of a Specific Plan and a related environmental analysis. The Plan will recommend appropriate zoning and development guidelines to enable future industrial development in the area and officially permit Salvation Army Bell Shelter-related uses within its campus, while seeking to avoid major conflict between competing land uses, and design street, water, sewer and other infrastructure improvements necessary to support the ultimate build-out of the Cheli area.
