Zoning
A Site Plan Review application is required for proposed structures and site improvements in the City’s residential, commercial, and industrial zones (please contact a planner for any exceptions). The Community Development Director has the authority to review minor Site Plan Review applications that comply with all of the City’s development standards. The Planning Commission is responsible for the review of Major Site Plan Review applications for the physical design and development of private projects in the City, promoting responsible design.
A Conditional Use Permit (CUP) is required to review the location, site development, and operations of certain land uses. Some of the uses having unusual operating characteristics may require special conditions and considerations to mitigate potential impacts on the adjacent properties and the community. To find out if your project requires a Conditional Use Permit, please refer to Chapter 17.96 (Variances and Conditional Use Permits) of the Bell Municipal Code. Subject to Chapter 17.96, the Planning Commission is responsible for reviewing the request. A Conditional Use Permit application is a discretionary process ,and submittal of an application does not guarantee approval of the request.
A Variance is a request to deviate from the Zoning Code for a particular development standard. It is a process to provide the applicant an opportunity to resolve difficulties or undue physical hardships that may result from the size and shape of a site and/or location of the existing structures. Subject to Chapter 17.96 of the Bell Municipal Code, the Planning Commission is responsible for either approving or denying a proposed project based on the required findings. Note that a variance application is a discretionary process, and submittal of an application does not guarantee approval of the request.
