Planning Division

The Planning Division provides residents, developers, and policy makers with informed guidance to shape the future of the City in ways that inclusively serve our community. The Planning Division implements the City's General Plan and enforces the zoning code. The Planning Division reviews all residential, commercial, and industrial development proposals to ensure compliance with the Bell Municipal Code. The Planning Division also reviews business licenses, to ensure that each business is located in its appropriate zone. 

The Planning Division provides zoning and land-use information to the general public via in-person visits at the public counter, over the telephone, and via email. This ensures that new development is attractive, compatible with its surroundings, and meets the standards of our community's vision for the future.

The City’s Planning Division now has online applications for the following Zoning Clearances:

  • Accessory Dwelling Units (ADUs)
  • Re-Roof Clearance
  • Exterior Building Signage
  • HVAC/Mechanical Equipment
  • Residential Fences/Walls
  • Residential Flatwork
